Spamm is posting when there is no need to post.

tl;dr stands for 'too long; didn't read'

You use it when somebody posts a huge wall of text, that is too long for you to read it. Or if you yourself are posting something really long, it's useful to add a 'tl;dr' at the end of the post, to basically summarise what you were saying for those who might not want to read it all.
